Notice of Participation
Inpatient Psychiatric Facility Quality Reporting (IPFQR) Program
To participate in the Inpatient Psychiatric Facility Quality Reporting (IPFQR) Program, each eligible facility must complete an online Notice of Participation (accessed via the QualityNet Secure Portal). By signing the Notice of Participation, an inpatient psychiatric facility (IPF) acknowledges that it is willing to participate in the program and publicly report the quality measures.
Once an IPF has submitted a Notice of Participation, it is considered to be an active IPFQR Program participant until such time as the IPF submits a withdrawal form.
Withdrawals from program
Using the online Notice of Participation (accessed via the QualityNet Secure Portal), an IPF may withdraw from the IPFQR Program no later than August 15 before each respective payment determination year.
If, in a given payment determination year, an IPF withdraws from the program, it will receive a reduction of 2.0 percentage points to that year’s annual update to its standard federal rate.
Any IPF that receives a new CMS Certification Number (CCN) on or after the beginning of the respective payment determination year and wishes to participate in the IPFQR program, but has not otherwise submitted a Notice of Participation using the new CCN, must submit a completed Notice of Participation no later than 180 days from the date identified as open (Medicare Accept Date) in order to participate in the program.
