Hospital Outpatient Quality Reporting (OQR) Program
Hospitals participating in the Centers for Medicare & Medicaid Services' (CMS) quality improvement initiatives must submit specified data in the prescribed format (refer to the Technical Specifications document) to the OPPS Clinical Warehouse, the national data repository for private health care data. Data must be submitted by the transmission deadlines established by CMS.
Transmission via QualityNet
All data and files—whether submitted by a provider or third-party data vendor acting on the provider’s behalf—must be transmitted via the QualityNet Secure Portal. All files and data exchanged via the secure portal are encrypted during transmission. Transmission via the QualityNet Secure Portal is the only CMS-approved method for the electronic exchange of private health care quality data.
A third-party vendor may submit data on a provider’s behalf if previously authorized by the hospital. Note: The hospital must complete the online authorization process for vendors to be permitted to access the QualityNet Secure Portal.
