ESRD Quality Incentive Program (QIP)

The annual ESRD QIP Preview Period offers each dialysis facility the opportunity to review their projected measure rates and Total Performance Score (TPS) prior to any payment reduction for the coming Payment Year (PY). CMS provides this information through a Performance Score Report (PSR), typically released in the mid-Summer.

Each facility's designated Point of Contact (POC) can log into QualityNet Secure Portal to download their Preview PSR, ask Clarification Questions, or send a Formal Inquiry. This Preview Period lasts 30 calendar days.

Accessing the Preview PSR

CMS encourages each Facility POC to review their PSR as early as possible during the Preview Period. When needed, early communication with CMS provides time to conduct analyses and respond to clarification questions and formal inquiries. Following CMS analysis, any needed adjustments can be made to the facility’s measure scores, Total Performance Scores, and payment reduction (if any).

Communicating with CMS during the Preview Period

During the preview period, each facility can communicate with CMS about their PSR using:

  • One formal inquiry may be sent if there are concerns about scores included on their PSR and to request further examination;
  • One or more clarification questions can be asked to better understand how its specific score(s) were calculated;
  • One or more systemic clarification questions can be sent to inquire about, or inform CMS of, potential issues that may apply to more than one facility.

PY 2020 Preview Period Dates

CMS will conduct the ESRD QIP Preview Period for PY 2020 starting on Monday, July 22, 2019 and conclude Friday, August 23, 2019, at 11:59 p.m., Pacific Time (PT).

CMS plans to make PSRs and Patient List Reports available for download by Monday, July 22, 2019. CMS recommends that each facility’s POC pose any clarification questions by Wednesday, August 7, 2019 to allow CMS time to deliver a response and provide the facility with enough time to submit a formal inquiry, if necessary.

  1. Click on the Tools menu option at the top of the page.
  2. Select Internet Options from the drop-down menu.
  3. From the dialog box, choose the Security tab.
  4. Click on Custom Level.
  5. Set Active Scripting to Enable.
  6. Click OK to close the custom settings dialog.
  7. Click OK to close the Options dialog.
